How can you tell if it is safe to download these new levels people are making available? Will my Norton's AntiVirus detect it if something is a little funny? Sorry if I sound paranoid, but I've about had it with viruses.

If you´re using Norton AntiVirus 2001 with the latest virus definitions there should be no need for paranoia.
Remember: NONE of the files needed for playing a custom levels is an executable, the tr4-file only contains data!

To be sure let NAV check the downloaded files first.
