The Tomb Raider level editor is a program that lets you build your own Tomb Raider levels and play them, you can also edit a few of the levels from TR:LR.------------------

From the unofficial FAQ at http://www.levelworld.org/faq.php :"What is the TOMB RAIDER™ Level Editor?
The TOMB RAIDER™ Level Editor is a program supplied with the TOMB RAIDER™ Chronicles PC version of the game and allows you to create your own levels for TR. "
