Any files on the internet is either native (like when it was made) or zipped (by something like WinZip (which is free somewhere) or StuffIt (for the Mac (un-Stuffite-er are also free)).When downloading, an image will be native if its a GIF, JPED,JPG or BMP (all image format) which is why you can right-click and save-as.
Just changing the last three letters of a file does not make it one (the format is really a way to structure the information, if the structure is wrong, the program that is supposed to read it will try to open it then either crash or just give up))
Before downloading, check what are the three letters at the end of the file (they are called "extension") and if they change after downlaoding then reset them.
Sometime you can download an image by saving as, check that the extension is the right one because saving-as changes the structure of the information written to your disk. Check that the combo box of the type under the name to be saved-as in is the right one, just typing it after the name will not work.
OK, once you have the bitmap (BMP) use the 'Bart's STRpix by T.P.' program (which you can DL from www.geocities.com/bart_tomb/strpix.zip
Open the BMP and make any changes to it. It works fine and really does save-as in the right format of TGA (of which there is a whole collection) for the LevelEditor.
