how do you make the railing for a balcony, and how do oyu make the banister for a staircase?

You'll have to use an object for that one... I know there are usable objects for this in Newcity.wad and in Library.wad. In Newcity.wad you might want to check out debris4.

You can always change the textures of the object using StrPix or TRViewer.

A banister for a staircase is going to be more difficult, I'm afraid... haven't figured that one out myself yet.
