All level editor designers should have my program Texture Edit which assists in the creation of texture tile sets. You can download your copy from www.3dactionplanet.com/tombraider. Give it a whirl and see if beats using a drawing package. The program can read and write the tga format the level editor uses as well as being able to open another 25 different image formats.
