As I understood you don't use the horizon but it is there when 'enabled' in the script of your wad. Check if it's there.
You won't see it unless you use the black texture (upper left in color field)

There are several issues to consider with sky/horizon graphics:
1) you must use a WAD that contains the sky graphics (check the .WAS file to find the HORIZON slot...if it is not present, you will not have a sky).

2) there are two parts to the sky graphics...the horizon and the XXX.raw (the 'top' of the sky), found in the WADs folder (it has the same name as the other files in a particular WAD). The horizon cannot be altered (unless some clever person out there discovers a way to edit it such as with Lara's clothes!) but the XXX.raw file can be changed since the information is incorporated into the TR4 file at the time the level converter is used. However, you are somewhat limited by the colors of the existing horizon graphics. For example, if you are using the Karnak WAD, the horizon graphic has a blue sky, so it would look a little odd to have a starry sky above. BUT, if you are using the city.WAD, it doesn't have a horizon graphic (it is just black) but the XXX.raw is active, so it could be replaced with a starry sky graphic. You can open a .RAW file in photoshop to make the changes. Remember, you have to make the changes before you use the level converter.

3) Last but not least for those with a spirit of adventure....back in the days before the editor could handle sky graphics (as in the original TombRaider) Phil Campbell in TombRaider Gold created a pretty good illusion of a night sky with twinkling stars by using black textures (along with some animated star textures) on the ceilings and walls (where appropriate). If you go this route, you must make sure your 'walls' and 'ceiling' sky are constructed in such a way that Lara can't get into a position where she can 'touch the sky' or it will shatter the illusion! If you put it together properly, this 'trick' can work really well.
