Has anyone got any help on the flip tool as I know that it is useful but what it does and how to use it are totally different questions

I am attempting to flip the rooms, can you do things like half fill a room with sand to access new rooms (like in TR1), or drain/fill the room with water, because it would help (a lot) in making my levels more imaginitive and less liniar

yes this exactly what the flip map is for. use the (F) button under plan view grid to create the flipped room. (this will be a copy of the original. filling with sand and water are 2 off the most common uses of a flipmap. use the flipmap button to jump between the 2 rooms.

for more info go here 002120.html
