Go to "Start/Programs/Core Design/Setup Tomb Raider", a interface will come up. Turn on "Bump Mapping" (you can also turn on the Volumetic FX as well to get Fog).

That's what most people forget to do to get the bump mapping working.

BUT, you mustn't forget to assign the bump maps to textures in TRLE. Bump mapping doesn't look very convincing, though.
