GIF Animator is perfect for the task. I believe you can get a free copy from www.pcformat.co.uk, they gave away version 2.00 last year on their cover magazine. It may be still available for download.

Irfan view is awesome for this. It can export files in almost every image format. But I'm not sure where I downloaded it. Just search yahoo and you'll find it.
