try this

first I'm guessing you have anim shop3, with your copy of psp7. If not go to the Jasc site and down load a free trial.

now transparency can be set in psp, however it can be confusing. a very easy to use prog is gif works (an online service)

you can upload your gif to their site, then when your pic is visible select edit , and add transparency. now you simply click on the area of your pic you want to be transparent. (any part of your pic with the exact same color will also be transparent). now right click to save as. once back on your hard drive open it with anim shop3 and choose export (under file) to psp7. simply opening the pic in psp can cause a loss of transparency.

OK. now to apply it as a layer over your background pic, open your selected background. (obviously) , now you have 2 images open . click on the top blue bar of the view window for what will be the top layer. now right click the same spot for a pop up menu. choose copy. now click the top blue bar of the view window for your back ground, right click and select paste as new layer. now you can move the top layer into place, and to merge the two, go to layers (top tool bar) and hit merge all, flatten.

let me know if you need any more help.

I have PSP5. What you do is load the image for the bottom, or background. Then Take the top layer, select and copy the entire image, and paste it onto the background as a new layer. Then select the layer, and on the Layers menu, select properties. Change the opacity to less than 100%. It will blend the 2 layers, letting some of the background show through. You can change the blend mode for different effects.
To save it, you can merge the layers and save.
