The texture file of Old Mill that I have does not include water textures that differ wildly from those of the official levels—they are just water ripples but can be arranged in such a way as to make them suitable for a running water surface.

The angkor.tga, however, does indeed contain specific textures for water running down a hill.

I found a way to create that texture already, you could create that easily with Texture Editor v1.5.1 ( by John F Jones) Well, not "create" exactly but arrange it. First, grab a flowing water texture then place it on the block you wanted, next put the very same texture under the the block that you have placed your first texture. Save this as a new file. Then load the same file in load texture board, now this is where "Precise Selection" play it's role! Since those textures need 64 clicks to make it scroll until it exactly fits the lower texture (the very same one, you have to click it evenly like if you wanted to create 4 tile animations, click 16 times then grab the selected file then click it 16 times again to grab another selection do this until you have reached the bottom part of the texture. Animate it and see what it will do! (Note: Why you have to click it 16 times? Coz' 64/4=16. Well it's not a restricted thing to click not evenly)
