How do I make the screen size on my computer 1024x768 so I can see the Texture Panel? I must know.

Assuming you are on Win9x (and I think Win2K), and your video card and monitor support that resolution...

1)Right click on the desktop.
2)Select Properties.
3)Click the Settings tab.
Here you can set the resolution and color depth.

If you don't have anything running when you do it, you shouldn't have to reboot.
