I haven't got them to work, but I looked at how it's done in the TR4 level. The OCB from the scales are the number of litres to balance. Under the scales there is a HEAVYSWITCH that activates when you do it wrong. To open the door, there is a flipped room with the trapdoor in it. Just keep trying.

The HEAVYSWITCH is on the sector where the object hits the ground (the middle sector from the 3 it used).
