Consider this. Eidos is the publisher. Core is the developer. If Core doesn’t develop, Eidos doesn’t publish.
Core released the Level Editor to nurture a level editing community. Why did they do this? Because they recognise, along with many other games companies, that level editing communities are a valuable asset to the future success of any games company. Where would a pop star be if they had no fans? The same principle applies to games. We are the fans. Core and Eidos are the rock stars.
The more people that take an interest in their products the more money they make, the more games they can afford to make, the more fun that we can all have. Everybody gains. 
Part of the accepted risk of releasing code is that it becomes available to the entire planet. Criminals and all. No-one is going to jail for being a genius and for making it possible for us to do wonderful things with the TR editor.
As far as I am aware, no-one in the TRLE community has modified the original TR executables. No-one in this community has made money from selling levels (remember what happened to the guy in Germany who tried to do this? Blam! Closed down). 
There is a degree of tolerance towards pioneers. In this case, the pioneers are those who break new boundaries and set new goals. Without the pioneers there would be no Eidos or Core or anything for that matter. Who do you think runs these companies?
Alexis, you have expressed what I feel and I am sure many others feel in your carefully crafted letter. Mainly, a deep respect for the creators of this incredible piece of software, a demonstration of how much has been done to make it better, and a burning desire to want more.
I say, let them know you love it and that you want more. Core love to hear from people that like their work. As long as it doesn’t turn into a stream of demands or a torrent of frustrations, there is no harm in expressing support for what they have made.
Be patient. I believe that in time the Gods will provide. Be careful, strive to be happy.

By the way, if any one gets sent to prison I will personally lie down on the road in front of the police van taking them there and failing that, if I survive being run over, I will dynamite the walls of the prison cell that holds our fellow programmers and comrades. And if that doesn’t work then I will set fire to myself.
