Assuming that you're using Texture Edit to add 'tiles' to a texture set, all you need is a program that will output in any of the formats that it supports.e.g. tga, pcx, bmp, tif, jpg etc.etc.
I use Jasc Paintshop Pro V6 and I know that they do a fully functional, time limited, try before you buy version on their website.
I know that lots of people like Adobe Photoshop and others.
Everyone has their favourite tool.
It really depends on what features you need, but almost all will do a cut/copy/paste and the other basic features.
I've even used Windows paintbrush to do professional teaching aid graphics when there was nothing else to use, and I have to replicate windows error dialogues, help screens etc...
I even 'fudged' the Windows NT login screen, and you can't screen capture that because it appears before you are logged in.
I Suggest you surf around and find one you like - there are lots of free / shareware ones out there too if money is a consideration.
I use ACDC as a viewer/converter - it's shareware.
