I downloaded "IceWorld" off of Mike's site - I thought it was a playable level, but I don't know what to do with an .rar file. Can anyone help me?

This is the same like zip! With WINrar (far better then Winzip) you can open zip AND rar some some other formats!
I can only say: WInzip sucks!

As Fips says. It is the European equivalent of Winzip. You will need to download the programme Winrar. Install that and then unzip the .rar file.
