How do you open files in binary format so all you see is the 0's and 1's? I am aware that a zero and a one on the screen is comprised of much more than a zero or one, and is in .txt format, bla bla...

But I am confused. How do you open a file - any file - and view it in binary form? Furthermore, how would you go about re-saving it so it will still open with the intended application?

You either need a Hex Program.. (Like Hex Workshop)
Or learn programing so you can de-compile the file yourself.
But what does this have to do with TRLE? Hmm?

How can you ask if this is TR related? I am learning programming by the way, but I can't program a tool until I know how to get into a file to modify it at the most basic level!

I just open it in Visual Studio. You can force it to open any file in binary format in the open file dialog.
