I use VideoWave. It is a low-end video editing program. Only $99, but pretty powerful. The only easy-to-use package I've found that handles MPEG for Video CDs. Some of the early versions of Windows ME came with it bundled in. It's about 100 times faster than Adobe Premier in writing the output file. It handles MPEG and AVI for input or output, and also does ASF for output. I think the lates version (4) also outputs Quicktime. All in all a great program for the price.
