if you mean making a setup installler of some sort, have a look at www.winzip.com and www.winace.com

I use Winzip Selfextractor pro, but WinAce also has an advanced setup making program

If you have developer studio you can use InstallShield.
If you just have VB, I think it has a built-in installation system to create installable projects.
If you just want to put some files together and have them go to a certain place, WinZip self-extracting archives are pretty popular.
I've never heard of WinAce, think I'll check it out.

Just checked out WinAce. If you scroll down on the first page, you will read that the free version is no longer available.
Personally, I think I'll stick with WinZip.
You could try WinRAR. It is becoming more popular. http://www.rarsoft.com
