I have been trying to get the TR2 bomber jacket to work, but have been having difficulties. First I tried to transfer the lara object directly, and that didn't work, so I exported all the jacket meshes and imported them into the cleopal wad (it doesn't matter which, I use TRWEST to extract it when it works) This causes the game to crash when loading the level. what am I doing wrong? I am pretty sure it has something to do with her joints.

It works and can be placed in the editor... just it crashes the game itself...

use tut1.wad
With all my tries, (and believe me, I did several tries) it is the most flexible to edit lara's new meshes without problems.

(I used tut1, cleopal, city, coastal, settomb, for months and tut1 is the very best with the most of useful animations)

Try to use strpix 3.5 or previous (they are more successful with lara's new meshes then next versions)

Delete skin joint with an empty dxf or color them with a transparent data texture.

Differently, you can try to remap the new meshes using the same vertex number of "official" meshes, but this can make the level crash while loading or to create a not worling wad which makes the editor to crash).

Import only 3D meshes (be careful to not have any other entity in the dxf)

Don't use too many polygons, at least only few of more (10% of more for example confronting with the normal mesh)

If you are in doubt if it is your wad or not, with the same prj you can try to load your level loading and converting your prj and tom with a different wad (so you know if the problem is exactly your wad or not).
