The $00 things tell the game engine at which coordinates to rotate puzzle pieces, weapons, etc.

You'll need the script file for the London levels, which I haven't got. Maybe start another thread and ask specifically for that. I believe there is a tool to extract the script from TR2 and TR3 levels...
