You can extract those from original WADs with TR2WAD. Static objects work ok, from all TR games. There are fences in many original TR levels. One I can remember is Bartoli´s Hideout from TRII.

Or, you can make doors with Toggle Opacity and put fence textures on it.

The name is "Venice.TR2" for Bartoli´s Hideout.

The actual Venice level has the name "Boat.TR2"

There are fences also in the egypt levels of TR1 and TR1 gold, I guess.

For a low fence (2 clicks high), there´s one in the Settomb WAD which comes with the editor. These are good for balconies and ledges.

The best way to look at the objects before you add them to a WAD is with the editor itself. Extract the WAD with TR2WAD and then load it in the editor. Then Use TRWest to add the desired objects to your WAD. Remember to take note of the object name when it´s in the object window of the editor. This will make it easier to find it in TRWest.
