well it's all in the title.

the level iam building is a dark and gloomy level and flares would spoil the level. is it possible for me to take off flares in the inventory screen?

You can delete them with the help of TRWest from your wad, or delete the flare_anim from your wad. But deleting isn't the best solution, I'd advice to don't place any flare in the level so that Lara would have only 3 in the whole level/game.

But on the other way, if your level is good why to hide it in darkness?

Umm, dark levels without a light source are bad. Just make sure the level isn't TOO dark so you cannot see anything.
