where can you get a program to make lara croft outfits that is a easy program?

Nowhere, there is no easy program for making outfits, but Strpix3.8 is an easier one to use. Check the FAQ for the link.

The easiest way I have found to achieve this is to first make up a new wad using TRwest just containing Lara and all parts that are applicable to her.
Now when you export the textures using Strpix, it only contains her relevent textures.
When you have completed a new outfit etc., import that textures back in using Strpix and then transfer the contents of this wad back into your main wad using TRwest.
