Is the TR4 engine started from stratch or just an enhanced TR3 engine. I've heard somewhere that TR4 is just a brightly colored, and higher resolution TR1 engine.
I was just curious about this? TR4 seems like a huge leap from TR3 in graphics (for example the TR3 engine could barely render something round).

I think they are just adding patches, or upgrading the old program used to make the levels. I saw in one book the program used to make TR1, and it looks VERY SIMILAR to TREdit, such as the blocks (blue for floor, dark green for wall, pink for triggers, and so on)

The TR4 GAME engine was, I believe, a 90% rewrite of the TR3 game engine. The EDITOR, on the other hand, has remained basically the same, with additions to support new features.

FYI: I believe the TR2 and TR3 game engines are basically the same, with additions to the TR3 engine to support new features. The same goes for the TR4 and TR5 engines. I'm not sure of the differences between the TR1 and TR2 game engines though.

I think juding by the quality of the gfx, and the different file formats, TR2 was a significant improvement on the TR1 engine.

However most engines since then have just been enhancements - lighting fx, and object modification (Ie, using 3d models for inventory items in TR3+, instead of 2d sprites like in TR1/2)

But what do I know.
