How do I make a water room and connect it to a room above?

Water room: Click W in the water room. The value (1-4) specifies the moving of the water.

Choose the room above, select the squares for the door and click the black DOOR button.

Look in the manual for more details.

Everytime I do that, it says cannot connect door.

Are you sure that you've selected the correct squares for the door? Try making a door only one square large that you're positive is on the right place - if the rooms still don't connect, then the problem is most likely in heights of the water room ceiling and upper room floor. Either the rooms are not touching where you want the door to be, or there is a spot which is 'sticking out' and causing the rooms to overlap (or both).
